Five days later, Minister of Justice Cui Guangyuan returned to this place. Flanking him were Yang Fengqing, the Chief Inspector of the Embroidered Uniform Guard’s Northern Pacification Division, and Xie Qingluan, the gifted astrologer of the Directorate of Astronomy.
Inside the Spring Garment Pavilion, Minister Cui sat in the center, holding a cold blue-and-white porcelain teacup. Before him lay thirteen case files; his bloodshot eyes were strained and his face taut as iron.
This high-ranking official, clad in a red robe with a purple-gold fish pouch at his waist, resembled a powder keg ready to explode, struggling to keep calm.

Now, men in the capital had nowhere to find amusement, women lived in fear, and three brothels had closed in succession. Yet the killer remained at large. The people’s disappointment and anger toward the Ministry of Justice were understandable.
Cui, already beaten down by impeachment, faced relentless pressure from Lord Lu—known as the “King of Hell Lu”—who demanded quick resolution. The weight on his head was like a sword hanging by a thread.
Failing to solve the case would mean the ministers arriving at his home to feast on his downfall...
Yang Fengqing, the Chief Inspector of the Embroidered Uniform Guard’s Northern Pacification Division, was a burly middle-aged man with thick eyebrows and sharp eagle eyes, exuding competence. He and Xie Qingluan had just arrived that day.
